In that first meeting and several that followed, the other potential candidates closer to launching kept their plans close to their vests, but Mamdani was eagerly participating, pitching and proposing ideas.

Over coffees, he kept saying they needed to find some candidate to run on freezing the rent. He built a platform and staff out of the Democratic Socialists of America.

Last summer, Mamdani told Archila he was jumping in. He wanted to combine what Rep. Alexandria Ocasio-Cortez and Brooklyn city councilman Chi Osse had done in breaking down traditional politics with compelling social media and a plan to knock on a million doors, he said. He asked when the WFP would announce which candidate it would rank first on its primary slate and told her, “Give me as much time to get there as possible.”

A “ghost ship” that sank in Lake Michigan nearly 140 years ago and eluded several search efforts over the past five decades has been found, according to researchers with the Wisconsin Underwater Archeology Association.

The wooden schooner got caught in a storm in the dead of night and went down in September 1886. In the weeks after, a lighthouse keeper reported the ship’s masts breaking the lake surface, and fishermen caught pieces of the vessel in their nets. Still, wreck hunters were unable to track down the ship’s location — until now.

Earlier this year, a team of researchers with the Wisconsin Underwater Archeology Association and Wisconsin Historical Society located the shipwreck off the coastal town of Baileys Harbor, Wisconsin, the association announced on Sunday.

Named the F.J. King, the ship had become a legend within the Wisconsin wreck hunter community for its elusive nature, said maritime historian Brendon Baillod, principal investigator and project lead of the discovery.

“We really wanted to solve this mystery, and we didn’t expect to,” Baillod told CNN. “(The ship) seemed to have just vanished into thin air. … I actually couldn’t believe we found it.”

The wreck is just one of many that have been found in the Great Lakes in recent years, and there are still hundreds left to be recovered in Lake Michigan alone, according to Baillod.

Built in 1867, the F.J. King plied the waters of the Great Lakes for the purpose of trans-lake commerce. The ship transported grains during a time when Wisconsin served as the breadbasket of the United States. The 144-foot-long (44-meter) vessel also carried cargo including iron ore, lumber and more.

The ship had a lucrative 19-year career until that September night when a gale-force wind caused its seams to break apart, according to the announcement. The captain, William Griffin, ordered the crew to evacuate on the ship’s yawl boat, from where they watched the F.J. King sink, bow first.

Ведь жилищные кооперативы дают возможность тысячам людей решить жилищную проблему способом, уникальным для пореформенной России, приученной к дорогим деньгам: покупкой квартиры вскладчину с помощью беспроцентных денег. Текст: Александр ПОЛЯНСКИЙ— Роман Викторович, «Бест Вей» существует почти пять лет. Каковы масштабы работы кооператива? — У нас более 6 тыс. пайщиков, мы работаем в большинстве субъектов федерации. Аналогичные кооперативы есть в Казахстане и Киргизии. За это время мы купили 569 квартир. В кооперативе «Бест Вей», говоря языком инвесторов, 15 выходов, то есть 15 квартир из собственности кооператива перешли в частную собственность пайщиков. Хотя срок, в который пайщик должен вернуть деньги других членов кооператива,— десять лет, а нам нет и пяти. Есть несколько членов кооператива, которые приобретают с его помощью уже второй или даже третий объект недвижимости. — То есть первоначально квартира находится в собственности кооператива? — Да. Квартира приобретается целевым образом — по усмотрению и в интересах данного члена кооператива. Покупается любая квартира, которую он хочет и на которую он в состоянии накопить на свою долю, необходимую на приобретение,— 35% от стоимости. Срок такого накопления не ограничен. Квартира как целевое приобретение не берется на баланс кооператива, пайщик прописывается в квартире и получает право пользования ею. — А есть ли у кооператива при покупке квартиры по указанию пайщика право вето? — Скорее право помощи и совета: кооператив проводит тщательную оценку квартиры, юридическую и финансовую. На это идет львиная доля вступительных и членских взносов членов кооператива. Если квартира проблемная, мы просто порекомендуем пайщику другой вариант и поможем его подобрать. Нам нужны гарантии ликвидности квартиры. Дело в том, что мы не проводим проверку потенциальных членов кооператива, которую проводят банки в отношении своих заемщиков. Ни уровень доходов, ни его кредитная история нас не интересуют. Поэтому кооператив привлекает довольно много молодых людей, молодых семей, у которых как раз бывают сложности с постоянными доходами, стажем работы на одном месте, кредитной историей. Мы предоставляем максимально удобный график платежей. Если у пайщика временные трудности с доходами, мы предоставляем ему отсрочку. Но может случиться такое, что пайщик больше не может платить. В этом случае он выходит из кооператива, выписывается из квартиры, но уходит из него вместе с теми паевыми средствами, которые он вносил: кооператив их возвращает в полном объеме. Вообще пайщик может выйти из кооператива в любой момент, паевые взносы кооператив возвращает ему в срок, не превышающий двух месяцев. Это гарантировано законом. Итак, паевые взносы возвращаются в полном объеме, вступительный и членские взносы не возвращаются. — Сколько примерно составляет переплата при приобретении квартиры через кооператив, связанная со вступительным и членскими взносами? — Пайщик расплачивается десять лет, при этом переплата, связанная со вступительным и членскими взносами, составит порядка 400 тыс. руб. Понятно, что, если пайщик расплатится быстрее, он заплатит меньше. — Сколько всего жилищных кооперативов на рынке? — Видных — десятки. Есть кооперативы, созданные под эгидой субъектов федерации, но они прежде всего для бюджетников. Это распространенная в мире модель: государство берет на себя частичное финансирование паевого фонда. В Германии, например, государство финансирует около четверти паевых фондов кооперативов, и это вообще основная модель приобретения жилья в этой стране. Немецкий опыт весьма распространен в Восточной Европе. Жаль, что в России и на постсоветском пространстве он был воспринят поздно, хотя у нас есть традиции советских жилищных кооперативов, кстати финансировавшихся государством. Может быть, и сейчас средства на субсидирование процентной ставки направить на частичное финансирование паевых фондов жилищных кооперативов? В качестве первого шага — право привлекать в качестве паевого платежа материнский капитал. Сегодня большинство российских кооперативов, в том числе наш, работают без государственного финансирования. Источника пополнения паевого фонда два: возвратные платежи и паевые взносы новых членов кооператива. То есть чем быстрее приходят новые члены, тем быстрее подходит очередь для покупки квартиры для тех, кто вступил в него раньше. Как правило, новых пайщиков в любом кооперативе приглашают уже имеющиеся пайщики. Покупка квартиры вскладчину слишком «интимный» процесс, чтобы в кооперативы приходили по рекламным объявлениям. Потому быстро очередь идет в кооперативах, которые научились масштабировать свою работу. Приток новых членов у нас высокий все годы существования. Дело в том, что у нас чаще всего квартира покупается за год. Приток новых членов обеспечивает скорость очереди, а скорость очереди привлекает новых членов. — Застройщики говорили мне, что ситуацию на рынке жилья после реформы долевого строительства может разблокировать только покупка квартир вскладчину: ипотечное кредитование не растет и оно слишком дорогое. — Скорее всего, поэтому в последний год мы фиксируем существенный приток новых членов из, скажем так, традиционной ипотечной целевой аудитории. Если гипотеза верна, то новая экономическая ситуация будет способствовать росту жилищной кооперации. Еще больше ей способствовало бы появление специального законодательства о жилищной кооперации. — Действующих норм недостаточно? — Норм достаточно — в Жилищном кодексе и ином законодательстве. Речь идет о дополнительных нормах, которые были бы полезны, позволили бы жилищной кооперации развиваться более активно. — Почему вы занялись жилищной кооперацией? — Я стремился создать проект, который позволяет решать самый насущный для нашей страны — квартирный вопрос, причем решать некоммерческим способом. Жилищная кооперация в России — это, по сути, способ сбережения человеческого капитала, создания условий для повышения качества жизни людей. Люди в провинции не могут решить жилищный вопрос — и уезжают в столицы. Молодежь не может решить жилищный вопрос — и уезжает за границу. Жилищная проблема — одна из острейших в России, и жилищная кооперация предлагает, пожалуй, оптимальный способ ее решения. Роман Василенко родился 5 апреля 1969 года в Ленинграде в семье военнослужащих.
